This song should not be taken out of the context of the album as a whole. The song itself is clearly about the Native American reaction to the arrival of the New World settlers. The lyrics partner perfectly with the tune to create a sense of fear of inevitable change.
The bass line especially adds to the hum-drum nature of the impending unknown.
I think you're right about that. I think the main 'character' of the narration is a missionary who wanted to 'heal' the natives with Christianity. The missionary was positive about the journey, anxious to introduce Christianity and possibly medicine to the natives until he sees the white rider take, and take some more (of the native's lives and land)
