i agree that's what he's saying. i also think this song refers to "operation twist" which is a quantitive easing policy of the us federal reserve. in simple terms it's a policy to inject hundred of billions of us dollars (created out of thin air) into the economy to kickstart growth, the only problem being it only really benefits wall street and hasn't helped the economy at all. this explains the lyric.
