I'm pretty sure its Fayetteville, NC. Where Fort Bragg, the largest Army base in the US, is located. So he's pretty much saying that, "...this is for the soldiers".

The song is talking about Fayetteville Arkansas. I know this because my grandmother was this beautiful young stripper in Fayetteville at the time. She was the first high-payed stripper at "Bottoms-Up." ..Before RHCP became famous..They would play in clubs in Fayetteville. They would party and adore my grandmother all the time.
I feel like this song is about sex. I mean it has a few simple examples through the lyrics but I'm not entirely sure. Lines like "Stiff club that's my nature" I get the feeling he's talking about his dick and also "put my peg into your square". I just get this sexual vibe from this song for some odd reason. I don't know if the whole song is about sex but I feel like those lines are.
