I just read in an interview what this song is about:
"Arrest Room is based on a story Tim our singer saw where a guy was jailed for rape for 20 years or so and was proved to be innocent the whole time. He saw this interview where this guy reunited with the person who put him behind bars. He forgave her for taking his life away. Crazy story"
Makes for a very powerful song, I think! I like knowing the context of it now. The whole "Rosanna, Rosanna... in arrest room on my own" is like it's from the perspective of the wrongly convicted rapist. He's calling to the girl who put him there.
