To me it sounds like this is about someone who just messes with someone else's feelings just because they think they can get away with it or "it fades away"? They want to feel "electrified" just as an "in the moment" thing. Maybe I'm thinking about it wrong since I'm viewing it in a way of someone who has messed with my feelings.
