its not a nice little pun. a swallow on the neck is a prison tattoo.
As well as referring to Jake's penchant for fake tattoos, a swallow on one's neck could also be a Morrisseyism for a love-bite - ie. swallowing on someone's neck. Would make sense, considering:

"Dennis Cockall Song" was supposedly the working title for this song
This song is about Jake Walters, Morrissey's ex. Morrissey and Jake had a fondness for fake tattoos ('twas Jake's belly with "MOZ" tattoed on it on the back of the "More You Ignore Me" single). The fact that a swallow happened to be the tattoo of choice is nice little pun.
