this is my first impression:
it's in a time of war. she is talking to a cop who arrests her brother as a political prisoner. when she says she wants to make love to cop, she is being sarcastic, alluring the cop into her trust, but she really wants ultra-violence.
she wanders who the cop is and claims he is like an alien in her home/neighborhood.
"if you do nothing you still do something" is like a general statement on apathy and politics.

That's a really good interpretation. I never thought about it that way. The song sounds really kind of psychopathic now, like she's taking revenge on this brutal riot-control cop who took her brother away.

Heard this album a little later than I would have liked, but this is definitely my favorite song on it. Its clearly about police brutality within an inner city neighborhood. "Right before it happens" suggests a police raid. There's danger in the air, and the residents watch from their windows, culminating in the "rain" - a riot. The narrator witnesses the actions of the police (the arrest of her brother) and suddenly shares the neighborhood's collective hostility towards them: "Why did you come here?"
