The Dali is an art museum. I'm guessing they or one of them took some Ketamine or MDMA at the art museum and they made this song.
Dali is an artist, The Louvre is a museum. There is a Dali museum in Barcelona, but I think he might be referring to being in a k-hole looking at a Dali. The glass dome reference fits The Louvre as well.
