It seems like a song for an ex, whom he misses and wants back. Basically, he's saying that he wants her to know that he'll always be there for her. In the beginning, it sounds like something bad has happened or she has gone through a breakup (uncertainty, feeling incomplete), but it'll all be for the best (the stars in the darkness, nothing to harm her), and he hopes that she'll come to him because he still cares for her.
