The song starts off by talking about flying model rockets, which are reminiscent of the singer's past, especially his childhood. The phone calls he talks about are from someone he knows or knew in the past too. As the song goes on we learn that the caller might be his brother.
The singer then recalls an event that happened with his older brother's friend, who tolerates the brother's abuse because he sees it as a sign of friendship and tells the singer he wouldn't understand until he's been through the same. This tells us that the younger brother is not that close with the older one, and might even hate him or be scared of him.
The song then transitions to the singer telling his brother that wants to move from california to where he's staying that he can't just run away from his problems by moving. The singer looks at how much he's changed in the past one or two years and tells his brother to try to understand why their plans could have changed.
I think this song is about the singer reflecting on his relationship with his older brother and how it changed throughout the past, and how they both want to be closer but circumstances aren't allowing it currently.
Here's a story I made up to make the song more comprehensible for me:
The main character and his brother used to live together, be close, and make plans together. Then one day their parents divorced. MC moved away to California with one parent, while the brother stayed with the other parent. They made effort to keep contact through phone calls, but due to their physical distance and being away for a year or two, they drift apart.
The brother had this one friend, but the friend felt like she was holding him back. So she let him make new friends, but he ends up hanging with the wrong crowd and gets into a dangerous experience. He gets seriously injured, and his friend gets injured as well trying to save him. She rushes him to the hospital with bloody knees. The MC is informed of this and goes to the hospital. Outside of the hospital room, MC and brother's friend have the convo about love. The brother dies.
The MC ends up hating everything in California. He spends his free time watching the model rockets flying on his neighbor's backyard, not able to see anything but just able to hear their laughter over the fence that separates them. MC has a hard time coping with his brother's death. He dreams of getting phone calls like he used to do with his brother, but there's no one on the other side because 1) the brother he used to know became a completely different person and 2) his brother is dead. All the MC is left with is what if's and reminscing about their unfulfilled plans, knowing they can never come to fruition.
