I think it's pretty intuitive what the song is about, the character of the song is worried about people close to him committing suicide so he asks them to speak up before they kill themselves.
The lyrics are wrong... It's not "everybody hopes and waits, I can't believe" it's "everybody hurts, in ways, I can't believe" You can clearly hear the "rts" on the end of the word "hurts" so I don't see why there is confusion...

And instead of "when you're afraid to hit the ground" it should be "when you fear to hit the ground," but that's just me being nit-picky.
