I'm pretty sure it's "you can build another wing," which goes with the satire of the federal bailout system and the wasteful nature of the banking system.

I've changed it from "can't" to "can", it's definitely "add" and not "build" though.

I didn't really get the reference to the federal bailout system until now. (I'm from the UK)

Nothing about these lyrics are specific to the bank bailout. It could refer to any of the wasteful federally-funded programs that have been ongoing for decades.

The cause of the waste is not "the banking system," but the propensity of the federal gov't to waste money generally.

Every time I hear this song I wonder if John M's brother was given some federal funding and was told to invite Cake to come and sing. John could have written the song for that occasion, taking the opportunity for an ironic jab at the way influence works to secure deals.
