Charlie said somewhere this song is based on the character Laura Palmer from Twin Peaks. I also read that he is a massive fan of Twin Peaks.

He's talking about the girl in both cases...I think the latter incident with him happened earlier and then as time passed she became more and more reckless until she at last went out at night and came back with bloodstains....this song seems just an amused recollection of how his path crossed with this estranged girl.
