I think this song is trying to tell us to appreciate the moments we're living through now, and to enjoy it.
More literally, I think it's about a person who has found love, and a purpose for his/her life. People are often so swept up in their own lives, we forget to appreciate all the beauty that passes and goes. A year can be over in a blink of an eye - "life is short like a doggone leash" - and unless we start living and enjoying the people and things that are important to us, it'll past by just like that. "boy i wonder if you still remember?" Create real memories with happiness, and appreciate every moment! Whether its with the people you love, or with things as mundane (or beautiful) as the weather :)
