I would say that this is sort of describing the feeling of helplessness, and uselessness. The feeling that you cannot ever do anything right, and that everything you touch dies. Hence: "Reach outwards to feel the leaves, But they shrivel before I touch them..."
I can't be sure. It's a beautiful song though, and it's all about how you interpret it for yourself.
Now I think about it again, the song could be about shame, and sadness caused by something the person had done. Something that infects them with guilt, that they could never admit to anyone, except when by themselves somewhere far away. Only the wind could remember
