I look at this as someone is trying to get over someone, and so, wants to go somewhere and be "knee deep" in water where he can forget her.
I must say, I wish I were knee deep, wandering if the tide will reach my chair.

It's about a person who is tired of the bitter cold winter weather and is wishing that they could be anywhere that is hot all year. Everyone in the Eastern and Middle parts of the United States must be wishing the same thing that the Zac Brown Band and Jimmy Buffet are wishing in this song. It doesn't seem fair that we have to have all the cold and snow while the West get all the sun.
