I think the meaning is about emotions/relationships. Water is a common symbol for emotion. I think he sings about being afraid of committing to something, maybe something like a relationship. He warns the others but they igonore. He has been there, "lost himself in his emotions" and he is afraid of letting it happen again. He wants to be strong so that it doesnt happen again.

^They are. Verona is a hidden track that starts after The Water.
But anyway. If the song isn't about a fear of water, I have no idea what the meaning is. ;) Great song though, love it.
I think this song is about falling in love with someone and giving your heart to them.
