It sounds to me like the lyric is actually, "Well I tell you you're fine and forgiven". (For I while I wasn't sure whether all that alliteration / consonance was over the top, but WTF, I really like the song.)

Definitely the poppiest song on this album. I think its about recognizing somebody's struggle but being unable to do anything about it. I'd love to help you, but I can't. But if I could, I would. I guess that's kinda obvious, huh.
