I love this song, probably my favourite off her album. It's heartbreaking :( I came on here to see what other people thought this song meant but there's no comments so I thought I'd add what it means to me;
This is biased with personal experience but I think it's about a couple who have split up, and she's come off worse. He's moved on and she's trying to believe that it's not happening, she's shut herself off from it and it's making her numb to everything.

This is kind of like her recognising that she's in trouble and that she can't carry on in a dreamworld anymore, she needs him to pull her back out of it. The "so high" bit is because she's feeling out of sorts and strange, like the "high" you get from drugs.

This verse is showing that she's put herself in a daze and numbed herself out from the world, nothing can get to her in her bubble ("traffic doesn't ever bother me" , "it's enough for me, living in my dreams"). "I just can't be bothered, why should I be bothered?" shows that she's numbed out her feelings, but realistically she is bothered by it all because she's still thinking about it in the back of her mind.

This verse is about her trying to think about the good things that she has in life and un-numb herself to that, but her mind wanders to him and how he's doing well since they've broken up. Here the "I just can't be bothered" is her quickly stopping herself thinking about it and numbing it back out.

This is just her trying to talk herself into stopping feeling anything for him when she's stopped to think about it.
Sometimes it's easier to block feelings out and kind of pretend it's not happening than to actually deal with it, I think that's what this song is about. The "high" references and the "alley-way" is just referring to the analogy of the dazed effect that drug-taking can produce.
I'm not sure if that makes sense, or if that's what this is about, but that's what I think :)
I think it has a more literal meaning of high as when I saw her live she introduced this song with "this is for all my green friends out there" and then sung "roll me up another one" and repeated that throughout the song.
Of course I may have misheard her ;)
this is such a good but melancholy song. 'time is up' is like she has finally had enough of keeping from him that she needs him. she feels high with yearning??? or she's so much UP into her reminiscing?? she can't be bothered 2 try w him bc she feels he's already over her. n she needs to contemplate more important things than him x
