I think that this song is about imperfection of human beings and the current version of man wasn't the first creation. This world has more imperfect creatures than we are. Another point of this song is to describe that we are that "good" that we can understand and accept our imperfection unlike those creatures and also we understand that we are an experimental beings too. There'll be more improved human (or not human) beings in this world. We weren't the first and we won't be the last, roughly. Also I think that song has an emotional reflection of our species as a reaction to understanding and accepting this concept, like "Bringing down the hail Of storm and fire" most likely, that was about the hail within.
