"Uma menina, uma cigana" translates from the portuguese (not spanish!) to "A girl, a gypsy".
This song was probably written at the time eugene lived in Brazil (another obvious referece is the song "in the meantime, in Pernambuco" - Pernambuco is a state in Brazil).
As for the part "mara-kata-karu", these refer to "maracatu", a brazilian folk dance. Those drums and whistles we he sings this part are the maracatu style.
The lines:
"As if the birds are free From the sidewalks of the sky"
remind me of the last lines of "Ballad in Plain D" by Bob Dylan:
