I think this song is about the human race. Because we have become so advanced, we drop our guard and assume we are untouchable; "You won't touch us, 'cos we've been here too long" and "We can't afford to slow down 'cos we're so far ahead". The chorus is basically saying that if we don't stay sharp and alert we could fall. "While you're growing fat they make plans" is a metaphor to say while we're doing nothing, the downfall of the human race could be in progress. This could be from some natural disaster or whatever, that's what I think anyway. "Wake up, make a start" is warning us to stop assuming we are invincible and start being on the lookout.
