I thought it might be "I whisper..." at first too, but then he starts addressing "you". I guess it works both ways though.

But now I'm more inclined to think you're closer with the interpretation of "gonna make you bleed." He may not necessarily even be saying anything at that point, just, "Gonna make you..." followed by his "humming to the heavens" (or in this case, sun) if you will.

Whatever he intends on making you do, it cannot be denied this is a deeply poignant, inspired track and also rather emotional considering it closes the final album he made.
