I believe it should be "Lets never speak or even think about it" Having the not in there doesn't really make sense.
I think this song is about a bad relationship that he does really hate what she's done with him. He doesn't want to stay in touch or speak with her again. Because no matter what s/he will do, it won't change and the result is still the same as always.
