I think Souther Pacific is the rail road. It was bought out by Unnion Pacific whose colors are red, white, and blue. Roxy Ann is a mountian in Oragan which the Southern Pacific railroad ran past. The subject of the song is on the rail road, maybe a worker. Roxy Ann is his home.

you are clueless. Union Pacific colors are yellow and grey. The Southern Pacific ran from southern california through arizona and new mexico, texas. NOT Oregon.

This, out of all of his songs, really really reminds me of Calexico.
