I think the citadel is referring to the wall we build up from God. This wall may be made of : pride, selfishness, insecurity, greed , really anything and everything that's sinful in our nature.
God knows that humans' hearts change, and we need his Grace. However , God still cares and loves us eventhough we as humans constantly mess up....
