Well the meaning to this one is plainly obvious. He's saying how he will basically take an active role in this country's politics instead of simply moaning all the time. I make the assumption that the intention behind this song is to inspire others to do the same.

I believe the opening beat is an allusion to Leonard Cohen's "First We Take Manhattan."
