The Sirocco is a wind the blows from the Sahara desert into the Mediterranean. It often carries dust from Africa into Europe.

Charles Thompson (aka Frank Black, Black Francis) often writes about space themes, particularly Mars themes. I suspect New Morocco and Albondigas Parish are invented fictional places on Mars.

FWIW, Albondigas are small Mexican/Spanish/South American meat balls.

Taco is often slang for female genitalia, I suspect it's supposed to refer to the crotch area in general in this case. Or he was speaking in a female voice in the song.

My Interpretation

I should add that this song came from an album named for Ray Bradbury and is rife with Mars themes.
