A "roman candle" is a firework, and a "calling card" is like a signature that a criminal leaves behind to so that people know it was them and to taunt the police. So, I think that the burned out fireworks are their calling cards. The song is about kids pool hopping and partying in their neighbors' lawns, and they set off fireworks and leave them there as a calling card. "Someone forgot the golden rule" because they are treating their literal neighbors poorly,but "lets go find another swimming pool" suggests that, as young teenagers out to have some fun,they don't care and are going to continue their pool hopping. It's a song about the crazy, fun, irresponsible things they did as carefree teenagers :)

I'm not sure it's about drugs/alcohol, rather it's more (generally) about kids being mischievous by going out swimming in their neighbors' pools. The feel of the song seems of childish innocence - almost like they're telling a story (the guys have played together since high school, and the theme of the album is coated in nostalgia) about an earlier time that is of personal significance to the band members. Perhaps instead, Martin says 'roman candle' instead of 'rolling candle'; the 'calling cards' could be used for prank phone calls from public telephones. The 'golden one'...not sure yet,...
