Sounds like he is tied to his mother's apron strings. He seems to really, really want his mother to be happy. As in, he can't hope to be happy unless his mother is happy. The plodding guitar accompaniment helps create an overall impression of melancholy.

This song by Jansch is melancholy because it is sung from the womb. The unborn child is looking to the new year when he or she will see the joy of a mother's eyes as shelooks upon her newborn.
