I saw him perform this song live back in the day. He finished it with a final line of "take this world away from them and give it to the people who never ever went to war". It was really moving and I remember it vividly.

Supports the Swedish theory.

I remember when this came out it was said that the song was about an incident when a soviet (communist Russia) submarine was reported to have been detected submerged in a harbour in Sweden.

On the wikipedia page about Captain Sensible it says that the song is an anti Falklands war song but this seems unlikely if you read/listen to the lyrics and look at this wikipedia page which details several instances of Soviet submarines entering Swedish waters during the Cold War

During recent European conflicts the Swedes have remained neutral and have not taken part in any wars, so they could be described as "the people who "never, never go to war"
