I think this song is about how everyone thinks that their problems are worse than everyone else's. In reality though, every has their own wishes and dreams, but their aren't enough "stars" to go around. Harper Simon sings about how everyone else has so many friends, "more than they can use", and they all "just have fun". In the end he accepts that his life is good on the scale of things, and he is willing to accept that everyone has their problems, and wishes can't be granted to everyone. He has to just accept what he is given.
A lovely song about perceptions...external and internal and about how on one hand he feels life has passed him by or that his lucky stars has eluded him. In the end he realizes "they" are just like him at the core and that their "complicated (and materailistic) " life is challenging his simple life (unsuccessfully).
