There's a man needing to make enough money to gain the approval of a woman, so he seeks to sell the only thing of value he has, his soul. Unfortunately, the government controls the devils money, so the devil offers him other goods for barter, but the devil doesn't have anything that the man deems worth his soul. He's saying that, though he'd sell his soul for the girl, it's not going to be good enough to make her happy.
