It's pretty obvious what this song is about: her man's not giving 100% in the relationship and she isn't putting up with it. Kind of reminds me of Martina McBride's "Whatever You Say".
To me it seems like they are both involved in a dying relationship. The woman in the relationship seems like she has been trying so hard to keep the relationship alive, trying to no avail to get a response from her partner but he has checked himself out of the relationship a long time ago. He has given up on them, but for some reason he just can't seem to officially end it for them, and put them both out of their misery. I guess he just doesn't have the heart to tell her because maybe the woman is still taken by him, even though she knows it's in vain to try and save whatever they had in the past. And then, finally she asks him to just be upfront about their relationship for once because if he is not going to be devoted to making it work and correspond back to her feelings then they have no reason to stay together and they just end it now before they begin to regret each other.
