(I will always be a free eccentric spirit, and because of it–I am always chased. I am happy because of my innocence, and conniving people will try and sneak to affect that. )
hate to break it to you, but this song is about a man/some men who used to dress up as clowns and sneak into kid's bedrooms late at night and sexually abuse them.
the song is referring to the men and how they should be "buried alive" for the "moves they make"
the line "i will never be dirt-free" refers to the victims of the attacks and how its a scarring experience.

The chorus ("I can't clear the leaves from here; they're too far under the brush this year") refers to how the "dirty night clowns" have "trees to shade the moves that they made." The "fallout" of those trees are leaves that pile up under the "brush" (another word for "bushes"). I think this refers to the psychological damage of such abuse and the difficulty of facing and finally overcoming it.
This song is about men molesting children at night. refering to his own history of abuse as a child, he talked about it in asome podcast years ago.

Not only that, but the changes in sounds, music, melodys, rhythms, etc. throughout the song is unparralled!

I will never be innocent, or clear of the "dirt" of my actions Come find me, you can sneak up behind me but you won't catch me in the act because by the time you get "upstairs", the evidence will be gone. ( I'll be sleeping soundly, like a baby ).

The victims are told that they're safe and will never be abused again. Trying to move past the assault and pretend to resume a normal childhood.)
