This is about everyone around him telling him fibs and he's waited forever and realized that he shouldn't trust the people around him.

Okay, m'going to go through it bits at a time.

Rain falls/It don't touch the ground. There's some symbolic meaning here. But all I can pick up is the second part, it's talking about frustration, no release.

I can recall an empty house/You say I'm fixed but I still feel broken/Broken. So, other people are telling him he's alright, but he still feels, well... 'broken'.

Lights on, lights off/Nothing works. Again, there's a sense of frustration here; nothing responds to him, and he feels out of control of the world around him.

I'm cool. I'm great. I'm a jerk. Inner reactions to external expressions. We've all done it: "Yeah, I'm fine..." (mentally)"God, I should die..."

I feed myself lies/With words left unspoken. He lies to himself by omission.

Gonna be ok, gonna be ok/One day. One day. It is what it sounds like. Telling himself he's going to be okay.

That day never came/That day never comes. Nothing's happening, he's still not okay.

I'm not lettin' go/I keep hangin' on. Again, it is what it sounds like.

You said I'd be comin' home/They said he's fine left alone. He feels he's a danger to himself; nobody else sees it, they leave him to his own devices against his will.

One a sidenote, this seriously makes me cry. I guess I identify with it somewhat...
