The narrator here is obviously more than sick of the place where he's lived, and this song seems to be his final kiss-off to the town, its residents, and probably his boss and job. It's also possible that he's just plain sick of life and this is a suicide note, since he mentions going back to the garden where the magic children play, which sounds like a vision of the afterlife or something like that.
