Like a lot of the other comments are saying, I think this mainly about voyeurism. If the song was about his girlfriend, then why would he use the word spy. If you are a spy it means you shouldn't be caught, that is kind of the whole point, and if you are a voyeur, the whole point of the pleasure you get from it, is the fact that the other people don't know you are watching them. See a bit of a connection there?

Musically I like this song. I have to admit it's pretty catchy. But anyone who gives a positive reference to Britney Spears makes me feel disappointed. Not to mention the rest of the lyrics aren't that great and Miley is wearing hardly anything in the music video. I feel sorry for Miley, because she must think that the only way to sell music is by being trashy, but she has so much more potential than that. Maybe in the future she'll do better.
