I think the song means people talk about other people without knowing the circumstance behind their lifestyle or without understanding their personalities. And without understanding them write them off on the. I think the lyrics "People talking and they don't even know where they're walking..." and "Pieces missing...Like they don't even know how to listen..." talk about this. And the 'Hurricane Girl' part I feel represents how you can explode under pressure if you let the things people say get the best of you.
