I believe this song is about assisted suicide. Ethylene Glycol was used as anti freeze vehicle coolant and in explosives in world war 1.

"ethylene glycol" is very sweet, but toxic in large quantities and I'm having trouble with the french part, wtf ? all the poison isn't something yeah, meaning's somewhat obvious; reminds me of a saloon for some reason

I think that this song is supposed to represent the decieving side of war, and is also parallel to the pimp and the priest. They both seem like something pure, and then end up being bad people, hence the lyrics at the end when the background singers and yelling "let them fold, let them fold"
I was conflicted as to why The Dear Hunter ever ended up with the apothecary in the first place. I mean, what would've prompted him to seek her services? This question plagued me until I realized that the apothecary is not a poison maker, it's a medicine fabricator. You can get all kinds of drugs from those sorts of people. So, maybe he ended up with antifreeze because his war buddies were using it recreationally and the apothecary let them know that a single drop is more than enough, telling them to not overdo it or they'll die... I suppose...
i think this is the dear hunter and his army buddies at the apothecarry somewhere trying to find something to get high off of to forget about the war, it was maby cheaper or stronger than booze at the time or something. the apothecary is sly and deceteful in her selling of her drugs, this seems to parallel with how people were signed up to the army "she swears shes offering you something savory" like the war enlisters promising glory an that. also the lines "a million men have reached and end a side effect of incompetence" she is talking about how many people have OD'd on drugs and died through incompetence, it also parallels with the millions of people who have died in wars because they have been tricked into joining or something and were to incompetent to see through the offer of glory.
perhapse the apothecary herself is hinting in a desceptive way that they are the victims of the reruting techniques.
