I believe this song is about Marylin Monroe. The lyric is written by the same author as "Candle in the Wind" that being Bernie Taupin or just "Taupin" lately. He was obviously enamoured of her during his impressionable years. The song describes the last moments of her life having lost her original name of Norma Jean, gone through a meteoric rise to stardom and slight fall from that stardom. I love the nested rhymes, some of which are imperfect ones and with repetition emphasizing the tragedy. "Neon" is obviously symbolic of the glitz of Hollywood stardom.
