This is a pretty straight forward song. Girl meets guy. Guy isn't a very good person. Gets the girl pregnant, goes to jail and gets out.
The narrator realizes this is a bad thing and probably the girl realizes the guy returning is good. She'd probably be better off without him, but he's the father and she might love him. Unfortunate for her and her baby.
I get the feeling the narrator can't do anything or doesn't know what to do. It's one of those situations where you realize something isn't right, but there's no way to help until she helps herself.
Sean said somewhere that the inspiration for this song was a conversation he overheard while swimming at his mom's apartment complex.
