The first stanza seems to be talking about frauds. We bury our beliefs for motivation of "progress and profit." Thus, no one can tell the pilgrims and the harlots from one another. The next stanza seems to refer to how we praise those who are terrible people, the "thief." He then talks about how he is going to do right, despite the fact that it is a "lonely road." I'm not sure about the next part. Perhaps "raise the flag" means to live what you claim to believe. The final stanza talks about how God can take us back, and thus, no distance is too great. This song is for those who "slept too late." I assume that the title "Never I" is based on how people never receive criticism well, and always assume that they are doing well. That's my take on it.
