All in all, I interpreted this song and these lyrics as a tongue-in-cheek depiction of the absurdity of alcoholism and the use of alcohol to escape problems.
"I want to wake up by going to sleep" "I want to see the clouds from the bottom of the sea" "Turn it all around -- turn that bottle upside-down"
These lines are all following the same motif: "I want to accomplish A; therefore I'll do B", but it's obvious that the very act of B makes A impossible. You can't wake up by going to sleep, you can't see the clouds from the bottom of the sea, and you can't turn things around by continuing to escape your problems via alcohol/drugs.
