I like the symbolism (I may be reading too deep though). Cats are usually portrayed as independent, social, and playful. And moreso, they seem to love heights.
There is a comparison between heights and security; with some people, they feel better observing or being in the sidelines because they aren't comfortable with peoples eyes being on them. (The 'higher' or more distant you are from people, the more you can be yourself)
The song itself is interesting because whoever the singer is talking about seems to be a happy-go-lucky person (cat analogy), but seems to hide self-esteem issues - so he/she goes up the tree to escape his/her fear of being ridiculed/judged for who they are.
So the singer takes it as their goal to make sure the 'cat' isn't afraid anymore.

In reality, everyone seems to have the same fear, but the singer wants this particular person to not be like everyone else who hides.
"Fireman's pity" refering to someone having to help them out, where the singer wants the "cat" to get down from the tree by itself. Hence, the convincing.
