There comes a time, and some will know, A time when true-borns really show; Can you depend on friends to help when you're in need? Have they got problems of their own?
Look how, the silver seas then show, Some things are best, oh, left alone.
The last two lines I don't think are exactly right. It's really hard to decipher it though with the accent of the singer and the ton of treble/high frequency sounds playing all at the same time haha.

I think the song is about taking the initiative to do things for yourself. The future is never sure and so really you can only tread water and rely on your instincts because everything will play out for itself. It also seems to me to display a more positive aspect where the randomness of this "weather" can make things ultimately turn out to be good.
