Pretty clearly, in my mind, a song about a war coming close to home. Thunder with no rain (the sound of artillery) that breaks walls and window panes (doesn't take much to see images of Europe post-WWII). This is consistent with the aggressive feel of the rest of the album.

Wrong. He hears lightning and then sees thunder. The THUNDER DESTROYS him and breaks FAR WORSE than window panels and walls. This thunder is on a mission to destroy you. Keep on trying to convince yourself you have a chance to survive.

I agree, it sounds like the song is talking about explosions. Maybe "inside" means the explosions are going off inside of buildings.

Also, I think that he says "this kind of thunder" some times and "this type of thunder" other times.
