Guy likes girl. Girl is still hurt from a previous relationship and not fully able to commit, even though he's ideal for her ("You tell me, You've never fell so hard for an obvious candidate"). Boy tries and tries to be with this girl, but to no avail[the calling 46 times]. By the time the girl realizes she wants to be with this boy, its too late. He's given up. [she finally answers the 47th time, but hes no longer there to make the calls].

She would have answered on the 47th time, but he stopped after 46, so she didn't ever actually answer any of his calls.
one of the best songs on the cd right after "right were we left off"
its about a guy thats trying to get with this girl and she obviously has alot of feelings for him as well but she keeps shifting because of someone else that she cant let go of. and possibly that she simply has a hard time trusting him. so shes avoiding his calls, because she doesnt know what she wants...
the chorus is the cutest part though "its not time to let go, this is not how its supposed to end in my mind, my baby"

I think it's about the girl going back to her old boyfriend.
"Focus on the prize" - him saying to look at the "prize" she has now instead of being stuck on the last guy.
"Maybe our intentions were wrong from the start" - She may have found him on a rebound to get over the last guy and he knew this but thought they had something special.
"You said you hate your last love and it's soon enough that you will forget" - Probably her lying to him (and even herself) and saying that she hates him and is over him.
"Forget him, you're what I'm waiting for" - Confirms the above.
As for the chorus, I think "I called you 46 times and you answered on the 47th" means he called her 46 times and she ignored his calls. Her old boyfriend called on the 47th and she answered.
