Can any one interpret , what he wanted to say:

Song Meaning

freedom within there is freedom without - at first I interperated this as not all of us, not everyone is free for instance the people in sex slavery and some people are forced to work as slaves (coco farms especially). deluge means overwhelming (however it mainly refers to a flood) but he is saying trying to catch a flood in a paper cup isn't going to work.
