I think it's a comment on poverty or something, drilled home with a Krautrock-ish sense of repetition. Sweet.
Isn't this how we all feel? We all got the mashed potato, just don't have that t-bone! And the cowbell in the background makes me think that damn steak is still alive!

I remember listening to this on my Walkman at age 16 for the first time circa 1986 while in the backseat on a trip to Las Vegas. I thought it was the most ridiculous thing I'd ever heard.
